Yes this is true. The female will even bail on the male and find another one if he doesn’t keep with the pace; every 15-20 minutes for 2-3 days. It’s absolutely a stamina test for the father of her cubs. This scene is weird though because a lioness who is mating would also gets pretty lethargic at that point, like the male. But this one is running around and very playful. She also looks slightly young. There’s a second larger lioness also in the video that is not doing anything. I think that is actually the one he's mating with. They are in a 15 minute rest period between sessions. I suspect this playful female is actually not the one who is in heat, she may be slightly too young and she's just mimicking the behavior she sees the other one doing (likely her older sister or cousin). When a female in heat signals she’s ready to mate again, the male is very compliant. It’s incredibly unusual for one to ignore it.

For example, female equids like horses will rub their genitals on things, both to get off and to get their pheromones all over it. In mammals it seems to be more often that it is the female doing the sex signaling than the male. Because a male cannot really convince an unwilling female, but females can definitely convince unwilling males. Female mammal sexuality is based on their body's signaling if their body is ready to receive, so it's not dependant on the male. Meanwhile male sexuality is based on female signals (pheromones).
