I lived in an area that had a lot of stays, and the things absolutely destroyed the paint my my hood. I'd get off work, and the second I walked inside, one would be laying there. It's probably not diseased but it is very strange for a cat to be DEEP asleep like that out in the open. I'd suspect it's someone's pet with an overly trusting/fearless personality.

They don't usually go all upside down unconscious unless they feel really safe.
