As much as I love this suggestion, nooutdoor kitty is going to let a stranger gently lift them up like a sleeping toddler and move him to another car. Not going to happen without some scratches.

I lived in an area that had a lot of stays, and the things absolutely destroyed the paint my my hood. I'd get off work, and the second I walked inside, one would be laying there. The another would want to lay there, and they'd chase eachother off, with claws. My entire hood was covered with scratch marks.

i remember one time a racoon was out in our backyard just walking around in circles in broad daylight and i was told that's a virus called distemper.

It's probably not diseased but it is very strange for a cat to be DEEP asleep like that out in the open. I'd suspect it's someone's pet with an overly trusting/fearless personality.
They don't usually go all upside down unconscious unless they feel really safe.
